He starts from the premise that pot should not be a police problem, reiterating the old argument that lives and careers are being destroyed by disproportionate penalties for possession of the innocuous weed. He argues further that overzealous law enforcement not only violates Fourth Amendment proscriptions against unreasonable searches and seizures but our expectations of privacy.
