Animation cels are used in creating an animated sequence by hand, the planners take drawings(usually hand drawn pencil art) and transfer it to a transparent sheet of plastic(usually acetate) called a "cel". The outline is inked on one side of the cel(front) and the color is hand painted onto the other side.
